Civil Engagement

Civil Engagement for the Army is defined as activities with Society that generate mutual understanding, focus support to the Service Community (current, future, past) and by which the Service Community fulfils its responsibilities to Society.  The end state is an Army that is better understood and supported with wider access to talent.

11th Infantry Brigade wish to ensure the military is understood, supported and connected to civil society in South East England.

We look to achieve this by conducting awareness briefings in the local community and attending Civil Military Partnership Boards with local councils.  We also encourage commemoration events to recognise and remember, to foster better integration between the Armed Forces and the public, to partner with local employers, to assist with the skills agenda in the local area and to encourage the Armed Forces to support and help within their local community.

Armed Forces Covenant

The Armed Forces Covenant was launched by the government in June 2011.  It expresses the enduring principles that govern the relationship between the Nation, the Government and the Forces Community.  Its principle is the Forces Community should not face disadvantage because of their service.  The Covenant looks to offer support to Serving Personnel, Reservists, Veterans and Dependants and covers such topics as health, housing, education, after Service support for all veterans.

In conjunction with the Armed Forces Covenant, Community Covenants were launched. These are voluntary statements of mutual support between a civilian community and its local Armed Forces community.  In South East England 75 local authorities have signed an Armed Forces Community Covenant in support of their military community.  They offer us, the Armed Forces, the chance to develop effective partnership with local authorities, the charitable and business sectors and many other groups who have the best interests of the services community at heart.

HQ 11 Infantry Brigade conduct its Civil Engagement under 3 main umbrellas of activity which are Community, Youth and Employer and are looking for effective and meaningful partnerships with outside organisations to achieve this.

Canon Peter Bruinvels

Canon Peter Bruinvels was appointed by the Commander 11 Infantry Brigade and Headquarters South East in 2016 as Armed Forces Champion for the Brigade to cement relationships between the Armed Forces Champions (AFC) and Task Force Commanders (TFC) across SE England, which is focussing on the 55 District and Boroughs that reside in the 11 Infantry Brigade Area.


Canon Bruinvels has experience of operating in support of Hampshire, Kent and Surrey Civil Military Partnership Boards (CMPBs) and supreme knowledge of the Armed Forces Covenant (AFT).

11th Infantry Brigade and Headquarters South East seeks to engage with civilian employers for a number of reasons.  This engagement is in addition to the work undertaken by Career Transition Partnership (CTP), to support service leavers who are resettling back into civilian life.

By engaging with employers we seek to:

  • Encourage the Business Community to support Reserve service.

  • Encourage the Business Community to employ Service Leavers, Veterans and spouses.

  • Promote businesses that are Armed Force friendly.

  • Encourage the Business Community to recognise the value of Cadet Service and to support Cadet Force Adult Volunteers.

This activity is supported by the MODs own Employer organisation called Defence Relationship Management.

We welcome opportunities to engage with employers from across the South East, this allows us to: 

  • INFORM them of the Armys structure, aspirations and goals in the South East.

  • ENGAGE to support their UNDERSTANDING of what the Army is doing.

  • Gain the SUPPORT of employers leading to a PARTNERSHIP with COLLABORATIVE DELIVERY that will deliver mutual benefits for both the military and the employer.

Chiltern District Council Civil Engagement Event

Recently the 11th Infantry Brigade Civil Engagement Team were asked to support a tri-service engagement event hosted by Chiltern District Council Civil Engagement Event (CDC). The aim of the event was to inform and engage with local community organisations and employers to ensure the Armed Forces are better understood and better connected with the local community.

Representatives from local units 7 RIFLES and Task Force Commander unit, 1st Bn Coldstream Guards, along with Cadet organisations, were on hand to provide an insight into the varied roles and functions of the military.

CDC Chairman Mimi Harker said, "I am so pleased that CDC could host this event and bring together the local businesses and vital community members including the Armed Forces. It is the perfect environment for us to share and explore options to build better working relationships."
